Responsible for managing the planning and development of applications systems analysis and programming activities for a group or section.

Manages personnel to ensure the development and implementation of systems applications programs are on time and within budgets. Develops short- and long-term applications systems plans that are consistent with the needs and priorities of the business. Responsible for feasibility studies, time and cost estimates, and the establishment and implementation of new or revised applications systems and programs. Assists in projecting software and hardware requirements. Assigns personnel to various projects and directs activities. Reviews and evaluates work and prepares performance reports. Confers with and advises subordinates on administrative policies and procedures, technical problems, priorities, and methods. Consults with personnel in other information systems sections to coordinate activities. Prepares activity and progress reports regarding the activities of the applications systems and programming section.

Requires a bachelor's degree or an equivalent combination of education and experience. Requires at least 8 years related experience.

Knows information technology industry trends and emerging technologies and expertly relates them to the company and its objectives. Has full technical knowledge of all phases of applications programming. Requires extensive knowledge of a wide range of programming languages. Must be expert at testing and debugging procedures. Must be able to resolve complex mismatches between user requirements and current application functionality. Requires excellent written and verbal communication. Must be able to advise subordinates in order to meet schedules and resolve technical problems.
